From what my teacher friend tells me, it's state-wide only. And seniority is determined at district level, so you always start back at the bottom if you change school districts. As that affects your income, I think that would be reflected in your retirement. I'm not sure if your retirement contributions are banked when you're only in a particular state for a limited time or if you lose it entirely upon relocation.

I have teachers in my family from several states, and have never heard of a national system. They all seem to be state limited.
